Francisco Luiz da Cāmara Santa Clara Gomes, a European of Portuguese origin, studied economics and economic development University of Louvain (Belgium).After his studies he started his career in international development and European foreign policy. He has been economic adviser to he Ministry of Planning of the Republic of Chad, held various positions in the Directorate-General for Development of the European Commission, was Member of the Cabinet of Mr Natali (Vice-President of the European Commission) and headed the Delegations of the European Commission to Botswana, Mozambique and the Ivory Coast. In 2003 he became Head of Delegation of the European Commission to India, Bhutan and Nepal.
