C. S. Rao
Mr. C.S. Rao, Chairman, Insurance Regulatory and Development Authority, India joined the Indian Administrative Service in 1967. He worked as a generalist administrator and was involved in the implementation of various developmental activities at the district and State levels in the first decade of his years in the Administrative Service. He later worked in the Finance Department at the State level in various capacities rising to the highest level of Principal Secretary to the State Government in the Finance Department. He later moved to the Government of India and worked in the Ministry of Finance as Secretary, Department of Expenditure and as Secretary, Department of Revenue. He retired from the government after 36 years of service in the year 2003. He was then called on to head the Insurance Regulatory and Development Authority as its Chairman.
Mr. Rao was associated with a number of initiatives taken in the Finance Department at the State level. With a view to facilitating quicker implementation of projects funded with bilateral and multilateral aid, he organized a Project Monitoring Unit to monitor and guide the implementation of all foreign funded projects in the State which resulted in timely completion of projects and full utilization of credit flowing from external agencies. The Project Monitoring Unit acted as the link between the decision making levels in the Government and project implementation units at the field level. It helped remove bottlenecks and facilitated a quicker decision making process and faster implementation of the projects. He was also associated with the introduction of performance budgeting in various Departments.
As Secretary, Expenditure in the Government of India he was associated with disinvestment of State held enterprises, expenditure budgeting and clearance of projects for implementation by the Government of India. As Revenue Secretary he was associated with a number of committees dealing with rationalization of Direct and indirect taxes.
